I have hired one company and now another is trying to get the job instead, is this normal?

I was in touch with a couple of shortlisted companies about a potential job, one of them gave a quote and a start date that worked for us so we agreed and committed to the start date. Now I've informed one of the other shortlisted companies that we chose the other, but he is still trying to beat their quote. He says that he understands if we have committed but still seems to be trying to "steal" the job. I don't get a lot of work done, or haven't in the past, so I don't know if this is considered acceptable or kind of rude? My assumption is that it would be very problematic for me to cancel the job with the other company if I decided this was a better quote, since I have already made a commitment. I am mostly asking so that I know in the future what "tradesman etiquette" would say about a situation like this.

Are you a tradesperson and able to answer this question?

Don't go near him!! He must be desperate for the work to pester like that and if he is desperate he probably isn't very good!! A skilled, reputable man gives a quote and sticks to it because he has lots of work and is confident in his pricing!
