New Honeywell 3 port valve not working automatically

Just had 3 port valve replaced and it works perfectly IF I first switch the power to it off and on - I can hear the valve moving and then everything works just fine however once heating and water go off by the programmer, they wont switch on again automatically - well, occasionally the hot water will but the heating won't. Is the new valve broken or has it been wired incorrectly???? Was fitted by heating engineer. Thanks for any advice. UPDATE IN CASE ANYONE ELSE HAS SIMILAR ISSUES - it was nothing to do with the valve, the Honeywell 7 day programmer was not working properly even though it appeared to be - apparently they are not very good quality and lasting 2 years is pretty average - have replaced with another make and everything perfect. Don't know why 2 heating engineers failed to spot this fault.

i believe something wrong with the wiring . get a proper heating engineer and ask him to check the whole wiring then he will be able to identify what is the the cause of the fault .
