Single storey extension 3x4 m - what planning and procedure? Estimate?

Looking to extend into the garden to allow an additional bedroom. This would require reducing the current bedroom to a smaller bedroom to allow space for hallway to new extension. In the new room doors going to the garden and ideally wooden flooring. Firstly what is the best procedure? do we require planning? Any advice is welcome. What would be rough costs? (So we can budget) Many thanks

£1000.00 per sqm
So your looking at around £12000.00 depending on finish.
