Damp (soggy) patch in middle of room

I have a soggy patch in the middle of my bedroom. It's about 30cm by 30cm and seems to vary in wetness, sometimes it can almost dry up then it gets wet again. It's not near any radiators or pipes. It's a ground floor room and I have a concrete floor. I've had the water board out and they say there isn't a problem with the pipe into the house. My insurance say I need to get a builder out to assess it and i guess they will have to dig up a bit of the floor? Does anyone have any ideas what it could be and if the insurance would be liable? I would be interested in your views, many thanks in advance

only thing I can think off you may have a waste pipe in the floor which is damaged. So if you let the sink, bath or toilet go you get a serge of water. makes the floor damp then it dries . Tap the floor to see if it is hollow to the rest of the floor.

I would suggest you borrow a detector capable of penetrating the solid floor and check for any pipes in that location. If it shows pipes there, then it's possible they were not lagged properly and the cement has eaten into the copper pipe.
