why do i have a constant flow of cold water from immersion heater expansion pipe?

I have a constant flow of COLD water ejecting from expansion pipe of immersion heater into storage tank. Is the expansion pipe too short? Cylinder is 1050x450 storage rank 75gal. expansion pipe aprox 1.2 metres from tee joint. This problem occurs without attempting to heat water. It is a new installation by handyman service local to me. They have no idea how to remedy and have refunded me the labour part of the costs.

The only thing I can think of is your system is pumping over. you really need to have a decent plumber or heating engineer take a look at it.
