Preparing window sills - what can I use to smooth the surfaces?

I had new windows fitted in my bay window, now I want to paint the sills and surrounds, but the are not smooth enough to paint. What can I use to smooth the surfaces? Thanks in advance

You can use an electric sander. Or sand paper, which has different grades to find the finish you will require. If it's the exterior then you may use as above, but scraping and filling, using a cement based filler for outside is recommended, then seal it with an oil based paint (undercoat) and apply the paint finish you desire.
