Mould in room, as a result of incorrect laying of insulation?

I have a persistent problem with mould in one bedroom on the second floor of my house - the room does not 'feel' damp. When we approached the guys who fitted the insulation they explained to us that, basically, this room was built with an extended A roof and that the insulation between the tile and the slab was not laid correctly which is causing condensation to build - this is all jibberish to me but it sounds like an expensive thing to fix. I will warn you that my home is very, very badly built and this is just one of a 100 problems. Does anyone have any comments to be made about the explanation I have been given and also any suggestions on what to do next? All feedback would be greatly appreciated.

if the insulation is not laid right it will leave a cold spot and condensation can form there back mould etc,i have the tool to check this

It sound like condensation. You may have two problems lack of ventilation which is causing warm air to circulate and cold spots where the insulation is missing or incorrectly laid. Recommend that a survey is carried out to determine cause and the solution.
