Do I need new fuse box and rewire? Flat was rewired in 2008

Hi my council is fitting a new kitchen. they also want to rewire my flat, it was rewired back in 2008 they also put in a new fusebox a Wylex nh1104 ive been told by a few people this is up to date and does not need changing as it has rcd in. also the cables are brown and blue, not the old red & black ?
Are you a tradesperson and able to answer this question?

Sounds like it does not need rewiring!

Are all circuits covered by the RCD or only one side of the consumer unit?
current Regs 17th edition state all circuits ( with some exceptions)should be RCD protected.
As new work is being done to the kitchen circuits ( lighting ?), this might need the board updating but only the addition of another RCD or RCBO for that circuit. Definitely not a rewire .
