Restoring a blocked chimney as want a log burner

We are currently doing up a terrace house and wanting a log burner. We have had a chimney sweep round to the house who has said that the chimney is blocked off half way up. What would have to happen to unblock the chimney and get it back to full working order? The chimney sweep believes that we will have to take the roof off and it will be a big job.

You can hire an inspection camera your self to investigate the obstruction, see link below. You may not be able to pin point the obstruction from below, which means climbing on top of the roof instead.
