Can I refuse to pay for work if problem with boiler is still there?

We had a heating engineer here yesterday to fix our boiler as it wasnt working properly and he has basically put me in a worse position now than i was in before he arrived. 1. The problem with the boiler is still there, it has not been fixed even though the heating engineer claims to haver replaced several parts. The boiler is failing to ignite 50% of the time so problem is definately still there. 2. He caused an escape of water which has broke my thermostat (£60) and a carbon monoxide monitor (£50) soaked carpets and walls. So can i refuse to pay him? As he hasnt actually done what i have contracted him to do.

Do not Pay him. He does not know what he is doing. you paid for a service he did not deliver. Go Away! when a boiler breaks down 95% of the time it just needs one part to fix it. When so called Gas man start throwing parts into your boiler its because he don't know how to test the components. which means a big parts bill for you. Find an Gas man that Just does Boilers. Not a Plumber!

I concur with Full Flame. Best advice when looking for a gas engineer to repair any gas appliance is to ask them if they specialise in repairs to boilers/fires/cookers etc.
