myson economist wm40/50 bf constantly on during winter

myson economist wm40/50 bf constantly on during winter. The boiler is situated in the garage. It seems the system measures the temperature of the air, when its really cold the central heating is permanently on. I assume this is to protect the pipes from freezing and damaging them. Does the boiler measure the air temperature or does it measure the water temperature in the pipes? Can some sort of thermocouple be placed in the pipes and the system only come on if the water temperature drops below say 3 degrees. Because as the system is constantly on when cold if after a short time the water temperature goes up the system would switch off i presume. So it MUST only measure air temperature. Any help?
