Are all scaffolding companies as bad as each other?

Is there a time when it would be right for someone to wedge a can down a gutter? I have had scaffolding up for solar panels to be fitted, while there was access to the roof we noticed a problem with the chimney and so asked for additional scaffolding to be erected in order to complete the job. As such I was tied to using the existing scaffolding company. For weeks and on multiple occasions I changed plans and stayed home waiting for them to arrive and there were multiple excuses why they hadn't turned up. Several months later I was obviously fed up of the scaffolding being up and concerned of the damage it could be causing (as partly resting on single storey roof). This resulted in my requesting the solar panel company (who had arranged the scaffolding initially) to contact them and this was then removed. I am still left with work required on chimney but will then need to find a reputable scaffolding company. Since we have been lucky enough to have a lot of dry weather it was only in recent weeks that a new problem become evident as water was not draining down the gutter and due to recent heavy down pours the water has all been coming into the house. I thought that the gutter may have been knocked/damaged as scaffolding was removed. It transpires that the reason water was not going down the gutter was because there was an empty can inserted! Living in a mid terraced property the only access would be from our back garden and this had only been accessed via scaffolders. So I can only presume that they have caused this problem (which is still being dried out!)
