correct procedure for new plaster is two choices, first use a watered down solution of PVA glue and paint on with a large brush, second is to size the wall with a watery mix of wall paper paste or size, leave to dry for 24 hours and then ready to paper

For freshly plastered ceiling I would suggest either putting an undercoat paint or add some water to the normal paint for the plaster to act like as sponge. After two regular layers of paint. For the wallpapers, the undercoat layer for the adhesive to grip stronger. Since the plastered walls are even no worries that any irregularities will come out. Hope this helps.

the walls need to be sized first which meens they have to be coated with the paste you use. then paste the paper leave the paper to soak while you prepare your next strip. the ceiling has to be miss coated first which meens you have to mix water with your first coat 70% paint 30% water for it to seal. then apply 2 finish coats with no water added

Firstly make sure plaster is fully dry, 7-10 days depending on drying conditions.
Then 'Size' the walls by applying a some ready mixed paste diluted with water to stop the plaster absorbing all the moisture when you come to actually hang the paper. For speed & even application I use a roller.
Best o luck Paul
