New regulations regarding the fitting of cookers

I have just bought a cooker from Argos but their supplier wont fit it because the electric socket (fitted by council) is a couple of inches to the right of the cooker there is also an overhead cupboard which is about 2 feet above and also a couple of inches to the right of cooker. But council workmen suy that there is no problem - I am tempted to get refund and buy from another company in the hopes that their fitters will fit it. Please enlighten me, thanks1

Probably internal Argos company policy as no doubt they have been sued where a cooker has burnt the cabinets above etc!
