Planning 3m by 6.5m extension do I require permission and drawings

I have recently purchased a home and planning to do a lot of work on it. One of them is to do a rear 3m by 6.5m extension. I have recieved quotes from builders and have some questions on what is best in terms of durability and cost. There is a lot of questions I have and decision on what is best - see below -Pitch roof Vs Flat roof (I wish to put sky lights in so wondering what is better) -Combination Boiler or Mega Flow - (see below) As I will be looking to put underfloor heating across the extension and also under the bathroom upstairs (around 30-35sqm) so wondering what system/boiler would be best. I have been advised a combi boiler may not be suitable to heat up this anount of space, but I am confused as I have a freind who has a Worcester Bosh comb boiler with 3 zones connected to thermostats, where one of the zones is for the underfloor heating. Also as its only rear single storey extension would I require drawings to be submitted to the council (Harrow council) with building controls submission? Also how much can I extend without planning permission? I have been quoted a price only for labour for the extension, and have been advised that I would be required to pay for all materials eg. bricks, tiles, cement, plumbing etc. Please can someone advise if this is normal builder practice

first of all a builder working on day rate would cost you more as he could take longer than normal, as for the boiler we would get our own plumber in to measure the size of the house and decide which is best, they also do a electrical system from a company called heatmat which we have used for over 10 years , which is excellent, you can extend 3metres out , hope this helps
