Best way to block an open fireplace up

I have an open fireplace that needs blocking up. The house was built in 1989. Do i need an airbrick? Can the airbrick go to the outside air? do i need a rain cap? I am getting the chimney swept. Is there any thing else i should know or any things i should hear a builder say to fill me with confidence that he is going to do the job correctly? Is it a general builder that i need to do this job? any advice would be much appreciated.

You need to close of the underside with hardibaker concrete board with brackets and attached a cowl to the top. This closes of the chimney from draughts and debris dropping in the fireplace, houses need have open chimneys to air breath flow to stop damp and cowl to stop birds, vermin and the weather.
