Right of light - Extending a house across a first floor

Hello, I am currently in the process of discussing the viability in buying a house. This is an old terraced cottage which has been extended at the back providing a large downstairs kitchen and a bathroom on the first floor. One of the idea I had in mind was to extend the upstairs floor across the entire back of the house creating a large room and move the bathroom at the centre of the house. I have a couple of questions: 1- Would moving a bathroom from a back position to a room tight in the middle of a property a big issue? 2- The neighbour next door, has a skylight near the boundary line (ground floor ceiling). I can only presume the skylight provide lights into the kitchen. I was wondering if there are any laws or minimal dimension between and extension and a skylight preventing me to actually extend the back of the house? Regards

HI, The rule is that it has to be over half of the room that has to be lit by the natural light, there can also be a privacy issue to be a dressed as well, however can be easily resolved with an opaque window panel. Every Council looks individually at each case, and does their own assessment of the circumstances, so it can different, depending on what the facts of the case are, the best thing to do is to get in touch with your local council planning department and have that conversation. As far as the bathroom goes, it depends where the soil stack is and if you are in a position to take out a part of the ceiling below, however anything can be accomplished with time, money, and appropriate preparation.
