pva bond or 50:50 paint water mix?

I'm planning on painting my kitchen. I'll be painting on mixture of painted plaster and 'polyfiller'/plaster. I have been told by one person to use 50:50 emulsion: water. By another, oh no, that won't work, use pva bond. Who is correct? I presume if the emulsion, I should use matt emulsion. I'll be using eggshell matt I think for the main paint. My preference would be to use the emulsion mix as I have a big tin of it but don't want to waste my time if it is just going to soak into the plaster indefinitely. Thanks for any answers!

When painting bare plaster always follow the advice given on the tin as all paints are different. Do not worry too much about wall primer but most tins say to dilute with water. Maybe not as much as a 50 / 50 mix usually 20 - 30 % is recommended. This helps give the moisture to soak in to the plaster but also gives a solid base of paint.

I agree watered down matt emulsion is the best for sealing new plaster before painting.
