No gas hob isolator valve in new build house

I bought a new build house 18minths ago. Now 18months on we had a new gas hob fitted, when the engineering looked he said that no isolator valve had been fitted previously and it's a gas regulation that you should have one! My question is, should my new house have been signed off by the builder to me without this switch and what paperwork should I be asking the builder for to prove it was signed off as safe! Any advice would be greatly appreciated.

Whoever fitted the hob should have checked for the gas tap, should be on original gas certificate.
