Painting knotted pine panelled ceiling white - does it have to be sanded?

I have had 2 quotes to paint pine ceiling white, one will sand pine other won't (is much cheaper quote) and will just apply primer, fill knotts. Does it have to be sanded?
Are you a tradesperson and able to answer this question?

Must be sanded, if not it's a bit like papering over wallpaper, you will get a far smoother finish if it is sanded first.

Dependant on how rough the surface is, if the surface is rough then yes, with regards to the wood knot, most people these days apply a treatment to the knot before it gets coated with 2 coats of paint.
The only reason it would have to be sanded is if it has previously been painted before or if the surface is rough.
So for instance, Apply wood knot treatment, Primer/undercoat 1xcoat, then 2 x coats of what ever you are painting the pine with for finishing coats.
