Peeling bathroom ceiling - best way to seal bare plaster?

I have a bathroom ceiling that has been painted with normal emulsion before now I'm painting it with bathroom paint the old paint is all peeling off down to bare plaster. What's the best way to seal it and do I need to strip all the old paint off first?
Are you a tradesperson and able to answer this question?

Remove as much of the emulsion as possible. Then apply what is known as a mist coat, mix emulsion 50/50 with water. This soaks into the plaster rather than just sitting on top of the plaster (like the original painter did). Once dry I would apply at least 2 coats of Dulux Bathroom paint or a paint suitable for high moisture areas.

You should pva it or put a damprofer on it before painting
