Replacement of wrong size pipes for boiler hot water system but not gas hob

HI there, Today we had an engineer round to give us a gas safety certificate. He informed us that our boiler has very low operational pressure probably caused by the wrong sized pipes being fitted. We've lived in our flat for 8 years and in that time had our boiler serviced and repairs made. At no point has any one else found the low readings or told us there was a problem with the pipes. Is it possible that the problem with the pressure could be due to another problem? (The Boiler is a Vaillant Eco max pro). Prior to purchasing our property the previous owners had a new bathroom fitted and as part of that they were advised by the company undertaking the works that the wrong sized pipes had been fitted for the central heating system. They replaced all of them! However it seems they didn't replace all of the gas pipes in the property. I rang the (now big) company who did the work and spoke to the person who signed it off and he said that they had only been contracted to look at the central heating and so didn't look at the other gas pipes. He essentially said it wasn't his problem. My questions are: Is it possible to sign off the gas works done for central heating and a boiler as safe without checking the whole system - How could they have signed off the work without noticing the wrong size pipes were still in place to the gas hob? Given the size of the company is it worth us trying to take this further? And if so, which body would we go to? The works were undertaken in 2007. Thanks for your help Rachel
