paint over thin layer on walls (removed old wallpaper and backing)

I have stripped my walls to remove old wallpaper. The wallpaper and the backing (which was slimy due to paste I assume) came off easily. However, there seems to be an additional very fine layer of something underneath which has come off at parts down to the bare plasterboard. The majority is still on and I wondered what this actually is and if I could sand the edges of the bits that came off and just paint over the top with matt paint? Thanks

Firstly is it a paint or a plaster its possible the plasterboard was skimmed before papering in which case check to see if it is solid and if so fill and sand to give yourself a good surface to work from

You will be fine to fill uneven surfaces, easy fill or similar, leave to dry sand then paint, fill in-between coats, hope that helps you. Jas Darrah
