filling a tank in the attic from the garden

i have an oil tank in the garden been filled by rainwater. its connected via a 22mm pipe to a pump beside it and then it goes to the attic tank via a ballcock.rather than the pump kicking in and out all the time when the ballcock drops, id rather it come on when it nearly empties, fills it up and then kicks out.is there a simple mechanical way like adjusting the ballcock or something???

One solution could be high and low level sensors fitted in the attic tank, so when the low level sensor drops the pump kicks in and fills until the high level sensor is activated.
