Vinyl Silk Paint - new paint coming off when you touch it

We hired a painter to paint our sitting room walls. Vinyl Silk (Dulux) was already on the walls and he has applied our chosen colour, again in Vinyl Silk (Dulux). However, if you touch the walls the new paint is coming off, leaving the original colour visible. What has caused this?

Are you a tradesperson and able to answer this question?

your decorator should have gave a coat off matt emulsion first to give a base for finish,j.p.

Sounds like a dodgy batch of paint.you should open a claim against Dulux . I have seen this twice in last six months but never before in 20 years decorating .both times with Dulux .
