Should plastic heating pipes be laid onto the ceiling (in Loft conversion) without any fixings?

Hi, we recently had our bungalow loft converted and as part of the conversion, the company plumber replaced our copper pipes with new plastic pipes. The pipes were laid flush to the ground floor ceiling with no fixings whatsoever. When the electricians tried to put in new light fittings, they cut straight through the plastic pipes. The whole kitchen ceiling had to be pulled down as we didn't know which way the heating pipes are running. Photos are available on request. I would have thought those pipes must be at last 1 inch away from the ceiling and somehow fixed. Once the heating is turned on, you can hear a terrible gurgling noise coming from the ceiling (as the sound obviously travel, given that the pipes touch the actual plaster boards). Any advice would be greatly appreciated as I really don't want this plumber to carry out any more work in our property (the same plumber also "accidentally" cut through our gas pipes). Many thanks.
