Water is hot but radiators only get warm...and no thermostat

Hello We've just moved into a new house, and all our radiators only get warm, not hot. I've bled them all which made no difference. The temperature of the radiators are constant across them, so I don't think it's a sludge build up either. We've turned up the heating setting on the boiler to full. I think the boiler is working fine as turning the hot water setting up to half way means there is piping hot water all the time. We live in a 2 bed flat with 7 radiators. All of them look like they are on full. Can't find a thermostat anywhere in the flat. Can anyone help? Would be very grateful, it's bloody freezing! Thanks Sophia

sounds like a problem with the diverer valve assembly inside the boiler , diverting heat for hot water but not for central heating , a problem with the ch thermistor or could also be a lazy pump without the strength to pump water round radiators . not really an easy thing for Diyer to diagnose or fix
