Loft conversion: Impact on neighbours downstairs if switching from water tank to mains supply

Hi there, I own the upstairs flat of a terrace house and am looking to do a loft conversation. I have a combi boiler (not sure about downstairs), and both flats currently also use cold water from a tank in the loft. We each have share of freehold. If I wanted to switch from the the water tank to mains water supply to make space for the loft conversion, I'd like to understand what the impact would be on the flat downstairs?? What does it entail to move their flat from water supplied from the water tank (via pipes that come downstairs through my flat) to water coming from the mains and how much damage would it make to their flat? Obviously I would need to pay them for any work and to put things right again - but just trying to understand if this is something that can be done at any time, or do I need to wait for them to also want to redecorate etc? Thank you!

if you have a combi then the cold water tank serves the downstairs flat only this we no,because as you say you have a combi boiler and because they would have a traditional boiler with a hot water cylinder and cold tank feed they then would need to change to a pressurised hot water cylinder to encompass the cold pressure offered by mains or switch to a combi like yours, the damage to down stairs would be only in the change over required for this and the status of pipe work would remain for the most part as it was with some tying in of water service but there again minimal if a qualified worthy person were to be involved
