Wood floor varnish goes on to stair case smoothly and about 30 minutes later small bubbles appear

We have a wooden staircase that we have varnished about 5 years ago. It was looking worn, so we sanded it down and applied an oil based varnish. The varnish bubbles - and we have the right brush, have thinned the varnish, and tested it on several other pieces of wood. Small bubbles appear in the varnish when it is drying, slowly at first and then a lot of them. We have tried different brushes, different amounts of thinning and to no avail. Anyone got any bright ideas?

It sounds like the previous varnish has been cleaned at some point and some form of silicone cleaner/polish applied such as pledge. the best thing to do is to clean the woodwork off with sugar soap which will remove the silicone layer on your woodwork and thus stop it pitting.

Sounds like some sort of polish\grease residue is sitting on the surface. This needs to be removed, I would be cleaning this with wirewool & methylated spirits before applying any varnishes. Also happens with paint its called fish eyes.
