Stripping wallpaper and flaking paint on walls

I'm redecorating several rooms in my house. I'm stripping wallpaper so I can paint the walls. As I'm stripping the paper the paint below is coming off in patches with the paper, revealing the bare skimmed drywall. I'm the second owner of the house from new build. It appears the walls were painted only once then papered over. I have already attempted to paint the entrance hall, however when I paint it in patches the old paint comes off as I paint. I filled the patches where the paint had come off with poly filler before painting but in patches it too comes off as I paint. I considered putting pva on the wall before and after filling the patches but having looked at advice on here there's very mixed reactions to doing this? Can anyone help? And no I can't afford to have the walls re skimmed.

Hi, you need to apply two coats of zinsser peel stop first then paint. All the best.

You need to scrape all traces of old paint off then apply a mist coat of watered down paint before painting as normal.

Hi You need to scrape all the old paint off the walls in question. Sand the areas, to give a fresh even look again. Then you need mist coat the walls before applying your chosen colour. Allow enough drying time in between coats. I would say that the painter painted the walls whilst the plaster was still not fully dried. I would advise don't make the same mistake trying to put loads of coats on. Take your time allow to dry and you should be fine.
