Grout between bathroom floor tiles keeps cracking

Hi I have a large upstairs bathroom and some of the floor tiles are loose. I've grouted numerous times to stop the loose ones but after a few months the grout starts cracking again. It drives me nuts. I don't really want to take the whole floor up because of plumbing etc. I've tried different grouts including flex grout but nothing works . Any suggestions? Would be grateful thank you. Miguel

Sorry ,but it will not matter how many times you grout ,this will not stop the tiles from moving this is due to either bad fixing or bad substrate ,the tiles will all need to be removed and the job redone.
