Gaps on floor where pipes are in bathroom

I have a new fitted bathroom suite the w h basin has a cupboard below it and is fitted against the bath, the plumber did not fill in the gaps on the floor where the pipes are and the wind is howling, and the draught is terrible. What is my best option? Do I remove the skirting below the bath, or the bath panel which is a slab of white high gloss. Please can you advise

have a look outside first make sure the holes where the waste pipes exit have been properly sealed hope this helps john
