End of terrace damproofing - fed up with cold and musty smell

we live in an Edwardian EOT , we don't have a cellar/basement, but the space belowthe floor is about four feet deep and the house is very cold and damp. The damp course has not been breached, so we do not have rising damp, but the brickwork below the dc is permanently damp. I am guessing that the floor needs to come up and then the ground covered/coated and the walls lined. Any advice appreciated as we're fed up with the cold and musty smell. We're in North East London

Hi,
The brickwork below the DPC will always be damp, but the DPC should be below your floor level not above it.
You need to ensure that there is a through flow (front and back) of air under your floor, sometimes people remove/block the necessary underfloor air vents thinking it helps with making the room warmer, this through flow of air is required to keep the floor space dry. No air vents = problems so put them back, or fill in floor with concrete, double DPM and PIR insulation
If the room is cold then remove the floorboards and insulate between joists with PIR insulation.
Walls can be lined with PIR insulated plasterboards and skimmed over, but this is only to add insulation to make the room warmer.
