what is the best mix for a scratch coat and a top coat for rendering?

a strong mix ratio 3 to 1 scratch coat and 4 to 1 top coat standard mix ratio 4 to 1 scratch coat and 5 to 1 top coat

3 sand 1 cement ,waterproofer,and sbr,scratch coat.top coat 4 sand 1 cement waterproofer,and sbr using a float to get the render flat and then what we call sponged up to give a nice finish.
