No mortar in perpend

I have a 20 yo single story ranch home. I've noticed that on both sides of the 2-car garage that mortar is missing on a single perpend on the bottom course of bricks. I walked around the house and every corner within a brick or two from corner has a single perpend not filled with mortar. None of the missing perpends look like they ever had mortar in them.

Are you a tradesperson and able to answer this question?

It sounds to me that when profiles were removed they did not point up.

On tray damp courses on cavity walls perps are left open to let out moisture,the perp is usually fitted with small joint size vent to stop bees wasps etc from entering cavity, this could be why your joints are open but usually the joints are left open about every forth brick approximately,if the perp is on the D p c course,or if from removal of profile you will have one open perp half brick in on one side and one perp open one brick in on other side of corner.
