Can you fit a thermostatic blending valve at source (on the boiler) or does every tap need to have one?

I need to fit a blending valve as the water that comes out of my taps when the heating is on is incredibly hot. When the heating isn't on I don't have this problem; the water come out at the temperature I've set on the boiler. My question is: must I fit individual valves on every tap in the house or is it possible to fit one at the source (ie under the boiler) so that all the taps in the house benefit from the one valve. I appreciate that the answer won't be as black and white as yes you can or no you can't and that other details might be necessary to answer my question so I'm happy for any replies or questions to help get an answer. Couple of things I can think of, I have a Baxi platinum combi 40 HE and the water pressure is good. The pipes feeding the hot and cold water are 15mm Cheers ________________________ RE: James Wilkinson James, thank you for taking time to reply. The information you have provided is exactly my understanding of how the boiler should work, however I've had two independent plumbers and two separate engineers from Baxi who insist the boiler is not at fault and that it's simply that due to the large size of the boiler the plate heat exchange can't cool the water quick enough before reaching my taps. Yes my dial is set to 40 degrees and as I say it's not an issue when the heating is off, I get consistent 40 degree water. _______________________ RE: James Wilkinson Thanks again. I have emailed Baxi as you have described. I will post the outcome... Update: _______________________ Well after a visit from the Senior Engineer at Baxi the outcome is that the boiler is working correctly and that they will do nothing. Customer relations have called and have said the field engineer manager has said there is no fault on the boiler and that I can't escalate it any further. So, where should I fit these blending valves....?

Update: Having fitted the same make & model of boiler 2 months ago whilst commissioning the boiler I was able to achieve lower and higher range of hot water temperatures even when it was in 'winter' mode (heating on) so I am a little bemused at Baxi's technician's response. I would move this up a notch and write a letter of complaint to Baxi outlining your main concern that you are unable to regulate the hot water temperature, due to a un-diagnosed fault. And as for the plate heat exchanger argument put forward by Baxi, I would dismiss this comment, after all their boilers have go through post design testing process to ensure reliability and that they are fit for purpose!
