Rusted metal patches under blown plaster patches - is a wall tie replacement needed?

We have gained a few blown plaster patches dotted around our ground floor flat. When I knocked them out we noticed that under were rusted metal patches. You could touch it and it just rubbed away. More keep appearing, what would you think these are? And what would i need to do to sort the problem? they are on internal as well as external walls in all bedrooms. We also have just tried painting a wall in a room which just wants to blister if this would be linked at all. Any help much appreciated. Thank you.

It might be old picture fixings such as screw or nail been hit in to plaster over old wall but unless it was galvanised it will have rusted and now showing through plaster.pva wall then use stain block paint before your desired colour final coat.

First of all establish where the rust is coming from. Chip back to the rusted area and find out what causes it. In most cases you will be able to deal with the area by removing the issue or treat it accordingly.
