Which skimming quote to choose - removing bits of wallpaper / removing radiator

Which to choose! I have two quotes the same on skimming. One says to remove all bits of wall paper. The other is family run says leave bits they will sort it. Unsure who to choose, thinking family run will be a team of people so job done faster? One says he will remove radiator the other said it's a lot more work.
Are you a tradesperson and able to answer this question?

Hi if this was my option of the two I would say go with the guy who is willing to take of the rad as this is not really a lot of hassle the other one can't be bothered it seems !
