Building consent on a garage converted to bathroom

We have had our garage converted to a bathroom, via the side window on the house. The garage has had nothing done externally (no windows, skylights et cetera). Just stud walls were erected, allowing us to keep storage and access from the front to the back. The builder confirmed that planning permission was not required, just to conform to building regs.
We are selling the house and the buyer's solicitor has asked us to "provide evidence from the Local Authority to confirm that no consent was required".
Is such consent required, as I have not had any paperwork when the work was completed?

Building regs are always needed when doing garage conversions so you will need to check with the council to see if they had an application in. Did you pay your builder a fee and did you receive any initial letter from the building control advising receipt of application?
Also, do you know if any inspections were carried out? If nothing like this was done you can apply for retrospective building regs consent or get indemnity insurance.
As far as planning permission is concerned, it is sometimes needed and the only legally binding document the council's planning team can give is what is called a lawful development certificate. It will mean paying a fee and giving some form of drawing detailing what has been done. Give your local planning team a call to discuss the details they need.

Yes you need building regs from your local council they should have come out to the job at various stages to check the works were done correctly. then once completed you would of been issued a certificate, thus giving you the assurance that
1, you feel confident the works were carried out to a high standard.
2, if you ever sell your home the buyers need to know it's not going to cause them any problems .
Your builder should of helped you or advised you on how contact the council planning department .
