Which tradesman to look at oven extractor fan?

Can you tell me who I can get to check the pipe from my oven extractor fan that leads out of my tile roof, its just that it was fitted some years ago not realising that it doesn't suck up a lot of the steam and have condensation everywhere. My son checked it out and realised that when the pipe wasn't touching the roof tile, the suction was strong but when it was connected hardly any air came out. Would that mean the pipe has a kink in it or do I need a stronger motor? I'm just not sure which tradesman to get to look at it, if you can help that would be great, thanks.
