Polysterene above windows and top of all external walls in our flat

Hi. We have bought a 2 bed ex council flat. We have recently had the ceilngs skimmed by a plasterer and are painting them ourselves. One problem we have is there is a thick band of polysterene along the top of all the external walls and over/ around the windows. There are some quite big holes in this from the curtain rails we removed and also some gaps where the wall meets the ceiling after the plasterer pulled off the paper on the ceiling. The polysterene looks like a brick but is actually a thick layer covering brick. We don't know what to do to make it good. For example I am not sure this could be covered with polyfiller then painted. We also don't feel confident to remove it. We were thinking perhaps this should best be left to a decorator - could anyone give us some advice? We want to paint the walls ourselves. Thanks.

Hi, sounds like you have polystyrene wallpaper (insulation) i would use a lightweight filler such as (red devil one time filler) or (polycell pollyfilla one fill ) easy applied easy to sand they also have some elasticity ,i would then apply a coat of ( beeline primer sealer) to size the polystyrene ,then paper over using 1200 grade lining paper use a good quality pre mixed adhesive , this done you will have a good flat service to work from (its all in the prep ) then you can over paint for years to come

The polystyrene is a fire hazard I'm sure...best to have it removed and boarded and or plastered.
