Bathroom extractor fans (black marks return despite cleaning)

Looking for some help and guidance please. We have extractor fans in both toilets vented via the loft to outside vents. First issue is outside both of these vents the white plastic vent and surrounding area has very noticeable black marks. As if someone has blown black soot out! Despite cleaning it it returns. Secondly we have discovered a small amount of mould on items on the loft. I'm unsure if these problems are related. I have reservations as to whether the fans have ever been installed properly as the cooker one hadn't been when moved in. The house was a new build. Can anyone suggest who could check this out for me. Reside in East Ayrshire, Scotland. Thanks

If its a ceiling fan the ducting may have catch point for the water if its not levekl then water will sit in duct causing damp (black area) If its a wall fan then same as above if the pipe going through wall to outside is tiltinv back them water shall not disperse causing damp (black areas)
