House - original render is cracked and bossed. The outside walls were coated with weather shield but without primer first! Should we remove all the rendered or try to address just the bossed areas.

tap the render to see if anymore has blown.It will sound hollow,if it has blown in which case it needs removed .Unibond, scratch coat and top coat render When dried out thoroughly 1 mist coat with two top coats masonry paint

sounds like its not keyed or lost its key,it needs a good unibond have to check the full area might be all same,if its a painted background you could also mark it with angle grinder,
