I've had a new sink fitted. When the tap is turned off water continues to flow slightly before stopping! The question I want to ask is this a plumbing issue or is it a poor quality tap?

It depends on the type of tap - if you have a cartridge one (which only turns part way) - it is normally a bit of 'spill' being expelled (like power showers) - If it is a standard tap with fully opening taps then it could be a bit of flow past the washers - especially as the washers will need a bit of time to bed down. Like all things - you get what you pay for - so a £30 tap will not ever be as good as a £130 tap - ask your plumber who fitted the tap for their thoughts as well. Cheers Mat

If the tap drips 3-6 times after you turn it off then it’s not seating properly so yes, not a plumbing issue, only the taps.
Go for bristan, I have never found them to be a problem whether it’s quarter turn ( ceramic discs) or washered
