How can we find out if OK to remove old external cables?

My daughter and son in law have just moved into their first home built in the 1900's. There is a black half inch dia cable rising from the soil onto the front wall which runs under the eaves down the side of the house to a bright metal( tin?) junction box which then has cable going to the adjoining properties. It looks pretty old and is falling off the walls in places. Openreach say it is not theirs, and we want to remove it. Any ideas what it might be or how we can find out if it is ok to remove it ? This sounds like the electricity cable coming into the property. Contact your local Distribution Network Operator and ask for a site visit to confirm if its live. Whatever you do don't just cut it off, otherwise it maybe the last thing you ever do as this cable is unfused and it will be like a bomb going off in your hand/face. If you survive the initial blast and burns, you may well die days later due to the fluid building up on your lungs after you've inhaled the molten copper from the explosion. So better to be safe and get it checked by an expert from the DNO, chances are its live and in use!

Possibly a really old cable tv box and cables but would be best to have someone (possibly electrician) visually check if it's safe to remove.
