Do I need to pay for parts that didn't fix the problem

Hi, We had someone look at are Worcester 24i junior as it wouldn't fire up. He suggested it could be the pressure control switch (£48). I was at work at the time and he also brought a new fan when at the suppliers (without my knowledge). After fitting the new switch he rang me to say it could be the fan and that he'd picked one up anyway. To avoid costly boiler replacement I said to fit the new fan. The boiler still does not work and I'm awaiting the bill. The big question is, I have no problem paying the labor costs but do I need to pay for the new parts even though it didn't fix the problem? They are still in the boiler. Any help / advice is appreciated.
