Extra water meter installation for separation of self-contained flat

Hi I am new to this project/game. Please could someone help me. I am in a mixed used property with commercial element on the ground floor and residential (1 bed) upstairs.The property is in Rye East Sussex. I need to separate them so that I will have a self contained flat above. Please could you advise what is the best way to obtain a new/additional water meter. (i) Who should I apply for this new installation. I am confused because this is technically not a true installation since there is already water supply to the property (served both upstairs and downstairs). (ii) What does this mean self installation? (iii) Any idea what is the best/most economical way to get this done. Thanks a million for your help. Regards Nicki

Who ever is responsible for providing your water ask them for a metered supply. If they cannot oblige, ask your local plumber to fit one then inform your water provider that you now have a metered supply! The cost of installation is not expensive.
