What is the best way to get a 20cm horizontal ventilation pipe through a tiled roof? Permission required?

Hello. My house had its loft converted into two small rooms back in the 50s. The problem is that the rooms are looking south and become very hot in summer months. I have decided to install a no-outside-unit type of air conditioning, but in order for it to work two 20cm air vents have to be drilled in the mounted wall. In my case I will need to find a way for the air conditioner's air vent pipes to go through the tiled roof. I was looking at various roof vent products, but apart from tile vents or vertical roof vents, but there is nothing that suits my needs. Has anyone installed such a horizontal pipe through a tiled roof? Perhaps a boiler flute? Any ideas how to approach this and are there any roofing standards in this area? Thanks.

Can you not run it through the floor / roof joists so that it can be fitted through the eaves / soffit / external wall?
