Compulsory to have ground floor windows which can be opened for fire escape?

Hi, I would like to know is it compulsory to have any ground floor windows which can be opened for fire escape? We have our bay windows in the front of the house. We planned to have to top small section to be opened, but not the bottom big panel part. Is it against any regulations? Thank you. Regards C

If your room door opens onto a hall that leads DIRECTLY to an external door than you can have the top opening sash.
If you have to pass through another room to get to the hall then you would require egress to the windows in that room I do believe.
