My rights about access to my property during neighbours extension build.

I live in a 1930's semi with a full length drive and garage beyond the rear of my house. My neighbour not adjoined to me also has a full drive next to mine. The drives have a wooden fence along them denoting the boundary. I have received from the council notice for planning from the neighbour, he wants to build a two storey side and rear extension which will come right to the border of the two properties. I need access to the driveway 24/7 for two cars in our family and want to know what my options are in refusing him access to my land during the build and how I can enforce it. I cannot see how it can be built without access. Also the drain for both houses runs under my concrete drive, his extension will add two toilets, a shower, a utility room, and a hot tub to his property, all added to this drain. Can I request the planning dept to make him install his own drain to the road? If it gets blocked I'm going to have all the problems if he uses the current drain.

First of all I would talk to your neighbour and the builder, mention your concerns and you may find it's already be thought about, communication is the key as a builder we always ask if neighbours have been informed and we would suggest talking to them well before the build starts this way both parties are happy or have time to sort issues out in plenty time.
